So The Assassin...

I don't have a cicada so it would give me a 40 ton IS light medium/ medium light.
The basic $20 pack looks okay hard point wise vs reinforcements /hero... I'm tempted.

If you answered yes to these, the Assassin is probably up your alley.
If you're asking whether it's going to be competitive... I don't think they've released quirks yet. And it's probably going to need them.
As for the hero, if I recall correctly, it can't mount an AC/20. So... that's kind of a bummer. Stupid MechLab, not allowing for equipment splitting...

Fast with JJ's seems like a good start... but I also have firestarters... and they aren't so much fun these days.

But if you're just looking to spend $20 bucks on whatever, then I'm sure the Assassin will be a fun mech. A lot of mediocre variants, but fun.

At worst you preorder the basic and can upgrade or add on if they turn out amazing.

Don't get me wrong, I don't think it will be a bad mech, rather I just don't think it will be good enough to justify the $20.
On the other hand, if you don't have a ton of premium time banked, I generally think all the packs are a hell of a deal. Premium time is $12 a month so you end up with 3 mechs and 3 bays plus some other swag for only $8. That is an easy spend right there...if your not sitting on 4416 hours of premium time like me <sigh>.

In pondering I think that my real question is: Will I like a 40 ton mech without clan tech. I have most of the clan mediums (sorry ice ferret, will get to you) and like them for different reasons... where as I'm currently struggling to enjoy many if any of the IS mechs I have across all classes. but I would like another medium and would like another IS mech...

So long as its fun without quirks anything added on is a bonus... fast and nimble can be a lot of fun.

I like both fast and slow mediums... but the slow ones tend to have great hard points and or a lot of weapons or work with PPC...

Good points especially re the pre-order bonuses (missing modules already)...

I'm not to fussed either way on the ECM variants. (quirks might change that). And for a change I actually like a couple of the basic pack variants (unlike huntman and linebacker D:< )... and whilst i have less premium time... i'm not running short of it.

Wait untill quirk list is out.
No point to early preorder it, as the rewards are realy really poor.

Lighter humanoid shaped Medium mechs like the Vindicator and Phoenix Hawk have been less than desirable due to how fragile they are. As humanoids they stand tall and the weapons are mounted low. it means a lot of exposure to fire and once focused they can dissolve quickly.
Now the Assassin is even 5 tons lighter than those mentioned above (only 5 tons heavier than a light). If the Assassin is between the Vindi or Phoenix Hawk and a light humanoid mech in size, it is going to still be a sizable target.
The Cicada pulls off being 40 tons because the torso is squat and the weapons are up high. The Black Jack also does well for that weight range, but it's weapons are also mounted high so it can use cover more to it's advantage.
To me, 40~45 ton range for a humanoid medium mech is very difficult to do well in. I'm not saying you shouldn't get it at all, but there is a lot stacked against it. That is why I'd advise waiting until the mech releases and see how it plays out. If it seems to be quirked ok and people are having good luck with it, then you can always consider committing to it and buying it.

Which is why I'm waiting for quirks to consider if buynign or not

The Assassin was built to chase down Light Mechs and destroy them. You could swap out the LRM for more SRMs, a bigger engine, or add more jump jets.

I went with wait and see approach as people have suggested, with the preorder stuff being neither here nor there.
Have been enjoying MG lights and mediums of late.

It looks like it'll be good...in a niche. The base will be a pretty fun SRM bomber. That said, I doubt it will be a robot for the masses.
