While an ERPPC functions like a ballistic, it's an energy weapon, and totally unaffected by ballistic quirks.

If you click on any of the TCs in the mechlab, you will what they actually do.
Since Er-PPCs firing a projectile, they get the TC bonuses for projectile speed as well as general critical chance improvments.
Other than that, what Wintersdark said.
All specific Er-PPC quirks (conveniently starting with "ER PPC") as well as generic energy (conveniently starting with "ENERGY") quirks and lastly generic quirks which affect heatmanagement in general quirks (external heat transfer, so far only featured on Night-Gyr, tho).

STD PPC can only be used by the IS Standard PPC.
ER PPC can only be used by IS or Clan ER PPCs.

This has been debated a lot (as google seems to point out) over the past year before the PPC velocity quirk was created (pretty late in fact). It seems the source of this is that 1) PPCs and ER PPCs had been categorized as ballistic weaponry even by MWO up until December 2015, and 2) Targeting Computers have a Projectile quirk, which affects all projectile weapons both energy and ballistic based projectile speeds. This projectile quirk used to be simply a ballistic velocity quirk and openly explained by PGI as affecting both Clan ER PPCs and all ACs (except LBX).
Btw why does every ballistic quirk exclude LBX? It's quite asinine.

The problem here is that you're misusing "quirk". Targeting computers do not have quirks, merely their game effects. They are unrelated things, wholly separate in implementation. Targeting computers increased PPC projectile speed not because "they were a ballistic" but because they "increase autocannon(but not LBX) and PPC projectile velocity" - the Targeting Computer never just said "ballistic velocity".
Simply because the TC sped up PPC and UAC projectile velocities is no reason to assume PPC's where ever treated as Ballistics or that general Ballistic quirks ever applied to them.
Quirks are (comparatively) new things, and totally separate, having been created much much later. For example, ballistic quirks DO affect LBX autocannons, but targeting computers do not. This is demonstrated most easily by Ballistic Cooldown quirks being cumulative with LBX cooldown quirks (in the same way that a general Energy cooldown quirk is cumulative with a specific PPC cooldown quirk); the impact of which was VERY clear with the CN9-D when it had high general ballistic AND specific lbx quirks.
It's just a poor leap of logic someone made some time ago, from a flawed perspective that never tested out correct. At no point have general Ballistic quirks impacted PPC's.
