Ages ago in TT, we found that with the CT always hit by the clans (the better of two options for the clan targeting computer), even having double the tonnage for the IS mechs was totally insufficient.

However, once we house ruled that out, we found that 20-25% more tons for IS worked out about right.

Mileage will vary, since TT had random hit locations (w/o the clan TC adv.), but it might be a good rule of thumb.
