See my sarcastic tirade above. That was based on actual posts that were put forth after the rescale and the initial wave of complaints regarding the death of all things not Locusts. There was one post that always stuck with me that included the phrase: "why would PGI further buff the Panther regardless of its volume? It is the most over quirked mech in the game" or something similar to that. I think that sort of commentary is what has made PGI gun shy from attempting to fix/revive/salvage the 35 ton IS mechs.
Plus, of course, lets not forget that by letting these mechs languish they provide a built in incentive for folks to buy whatever new mechs they might offer, especially if they have a nice bit of accompanying power creep with them.
In any case, I don't think PGI has any intention or desire to fix what from their perspective is perfect: existing mechs that no one wants to play. There is no better mech from their perspective. Because such mechs essentially force the players who want to play mechs that don't suck to buy the latest most power creeping thing that they are offering for sale. Perfect.

You can thank Paul for validating the whining about quirks being too much. It's thanks to him that the quirks were reduced. Though I wouldn't be surprised if Russ dragged Paul out long enough to throw him under the bus to avoid losing face with the IS side of the community which were most effected.
Though some mechs still are heavily quirked, like the Vindicator. Which to me says there's a greater problem with balance if a mech can get stacked with quirks and still be considered among the worst mechs in the game. Though I hear it's a decent poptart, which is what the quirks seem to be based around on some variants.
Then they bandied about the idea of the skill tree doing away with quirks and all Vindicator pilots probably felt their butts clench a bit. Though personally I think they should just give under performing mechs some skill points to start with that don't count toward their normal total. Let the players decide how they want to "quirk" their mech.

If they could take a cXL they would be rather nifty mechs but ISXL dooms them
gotta say, they ever do mixtech, or give IS C-XLs, that will be when I officially uninstall. And I run IS mechs, exclusively on this account.
