Most of the time the cockpit isn't designed yet when they lauch the preorder. So...
edit: but to answer the question "why would I prepurchase a mech?", most people make their decision based on 1/ am I a fan of this mech ? (from the lore) 2/ will it be a good mech? The last question can be guessed by examining the concept art (for the hitboxes and hardpoints location), how fast the mech will be, how many hardpoints does it mount, how many free tonnage (pod-space), etc.

If you really want to, they normally do a 5-7 day "preview" before the mech goes live. They create a post in the forums and release little previews before it's final day release. You can always prepurchase the mech at this point, or at any point after the mech has even been released.
For example, if you wanted the MAD-IIC, even though it is not yet out for MC or C-bills, you can still purchase the chassis in the web store, and be playing it (in theory) within an hour of purchase.
The mech bundle packs typically don't go away anymore, so you could even choose to purchase the Huntsman mech pack (despite it being in MC stage of release, and will be avalible for C-bills Feb 7th), or you can even purchase the Urbanmech packs (a mech that has already been released completely in the game).
Not everyone even likes the preorder, and many players (typically myself included here) will just wait for a mech to be released for C-bills and then snag it for free. Preordering just means "you get to try the new things out first", and tend to get a few months of time with the mech "to yourself(ves)".

Before the last week preview, 3D artists often stream their cockpit designs on PGI's twitch channel.
(here's last stream for the Roughneck)(and this one was on time for early adopters rewards)

Well, if you can float the cash, you can always cancel until the mechs are delivered, so you can get the $20 pack and lock in preorders and then decide.

there are "early adoptor bonuses" which run for the first month, those generaly offer a lot of added value, as mentioned by Epikt you can usualy figure out weather or not you will like the Mech based on the concept art and stats released on the preorder page.
I often preorder Mechs, if the Mech is one I have nostalga for I will order regardless of the other details, if it is a Mech I do not care about I will look at the stats and make a decision, unless it is a Mech I used to love I will rarely preorder a Mech not capable of 80kph, but there are many other factors in my decision making process.
