Reason for that is:
Clan mechs can pack more weapons per mech.
Clan weapons do more overall damage.
Clan UAC's have a faster ROF due to double tap.
Clan weapons can engage at longer distance.
Clan tech being clan tech by being better than IS tech.
All IS has going for it is quirks while clan tech is innately better.

To PGI, "balance" means "balancing the population," not balancing the equipment.
Think about it. This last pass of "nerf the clans, buff the IS" is more about forcing the experienced PUGs and Groups to the IS than it is about trying to make the equipment "equal."

Clan UAC's have a faster ROF due to double tap. But it jams in 75% cases and it jams when it needs to fire. But who cares? IS mechs have Anti-jam quirks, so it never jams on is. BTW clan AC20 sucks.
Clan weapons can engage at longer distance. Maybe +100-200 meters longer. But who cares? IS mechs have Ranges laser quirks. All u need is 4 LPL and 2 meds, fitted fastest XL engine and alpha those pesky clan mechs 2 times in a row. Dont worry u wont get overheat...

All IS has going for it is quirks while clan tech is innately better. In a lore it is. But in this game the better the quirks the better the mech. Which mechs have quirks?

In theory that sounds op as f*ck, but in practice it falls apart very very fast.
The Dragon only has speed on it's side and chances are it's bringing an XL just to mount a meaningful amount of firepower.
