Furthermore, given that a 50% chance of each tech being either OP or UP (assuming that PGI is aiming for accuracy and not intentionally making it OP or UP), it seems relatively likely that there will be a perceived trend that most of the new tech is either OP or UP. Of course, it's most likely that if they introduce 10 new weapons, there will be a near 50-50 distribution of UP and OP. But in another light, it's very unlikely that it'll be exactly 50-50. It's more likely that most weapons will either be OP or most weapons will be UP.
And then, even if PGI has no nefarious agenda, everyone will try to analyze the fact that most weapons are either OP or UP, and try to figure out what this means.

The problem with this is that PGI is financially incentivized for the new paid content to be OP. Why would anyone spend MC or C-bills on buying new tech that is UP?
History tells us that the new content will be OP, people will buy it, then people will complain, they will nerf it, then they will release new shiny tech that is OP again and the cycle continues.

Regarding dumb-fired MRMs, PGI may ignore the to hit penalty (not trying to simulate it) since they can just assume that it's already harder to hit something at MRM's intended range.
Another example is the Heavy Gauss Rifles. They are already saddled with negatives which make them generally inferior to normal Gauss Rifles if implemented here straight out of the TROs.

Compared to star league tech 3060 IS tech will be OP
Compared to clan tech 3060 IS tech will be UP
Compared to clan tech 3145/3150 IS tech will be UP
Tech level advancement changes nothing. The easy mode crew will still have more firepower, mobility and protection.
