I'm now thinking I'd like to update that idea. I think there should be a billion c-bills every second instead of 100. Or maybe not a billion, but something in the ballpark of 1000 c-bills a second. BUT... the number gets divided by the number of mechs from your team that are in the circle. So if you are standing alone in the circle, you are getting an outrageous 1000 c-bills every second. If a buddy joins you, you are each getting 500/s, 3 mechs gets 333/s, etc etc etc. This means everyone in the circle gets rewarded, and the fewer of you there are, the more danger pay you make.
Why I think this is fair: because you are 1) putting yourself in far more danger then your teammates since the circle often provides poor cover, and 2) you are losing c-bills because you often cannot engage the enemy as effectively when you are in the circle because you are getting focus fired and take a massive amount of damage the moment you step out from cover. The teammates who are not in the circle will not get these c-bills but will be able to flank the enemy and engage in more effective ways. My personal experience is not gospel truth but I find my scores and rewards are far lower when I try to hold the circle then why I am one of the mechs supporting/flanking outside.
To be fair to those outside the circle (because honestly, depending on the build you may actually be of more help to your team outside the circle regardless of what people are screaming at you while they die in the green death zone), I'd like to see rewards if you stop the clock by shooting a mech in the circle. You're not in the circle dealing with all the crap that comes with that position, but you are stopping the enemy from winning in a more direct way then somebody who runs off and farms the dc's or focus fires on the single flanking ice ferret because they don't want to expose themselves to the enemy controlling the clock.
Oh, and last, I'd like to see the idiotic ********* ******* *** ******** who run around shooting the enemy resource trucks at the beginning of the game (before the enemy have even moved the clock) dealt with in some fair method that honors the principles of proportional response. Like instant, permanent self-destruct that permanently removes the mech and all its equipment and modules from the player's mech bay, followed by the automatic and irreversible application of a "Shoot Me Cuz I'm an Idiot" decal on all their mechs that acts as an enemy narc for 1 week. Cuz ya know, it kinda annoys me.
