don't know about balance. But what about a one shot, UAV like, launched, static, timed, ecm module. actually got the idea from playing escort and those ecm points. the bubble could be smaller than mech borne ecm and a shorter duration.
Just a thought.

Radar Jammer Consumable: Mech launches an ECM UAV into the air similar to current UAV but it provides radar cover instead of removing it.
I'd actually be useful if it dropped a jammer on the ground instead of a UAV that gives your position away.
Most people here dislike consumables anyway and wish they were gone, so you won't find support here for the idea overall.

As long as the duration is short--less than 5 seconds--then I have little issue with it.
