We don't want to introduce mixed tech, so would the Rasalhague Dominion be Clan or IS mechs?

No mixing, no saying either, that would be unfair. However..

Would the RD be an IS faction fielding Clan tech? That could be fun.

If one faction gets mixed tech everyone does - at which point we all buy CXLs for IS mechs of we play for IS but have 3 of 4 or 4 of 4 Clan mechs in our decks.

Well, it's easier to just make IS XLs work like Clan XLs... and while I don't entirely subscribe to that... something would have to change (this includes STD engines).

Not rocket science. Work the same on both XLs but IS ones get slightly better in engine cooling (cuz takes more slots), IS STD engine gives a strong torsos structure buff, CSTD a smaller structure buff but a moderate agility buff (like it had better gyros).

I could do balance on IS/Clan while keeping both distinct in an evening. Unlocking Omnis too as part of it.
