Edit: Sorry, I didn't see that you wanted recommendations for fast mechs.

The Linebacker is a clan super medium - An extremely fast heavy mech. Can't carry many weapons though.

The Linebacker is so much fun and there is a lot you can do with it. It also is solid if you just get the basic pack for 20$ in my opinion because the Prime does the ppc so well.
The viper is another mech that just makes me smile. Jumpy and fast plus in its turn rate is nuts.

However!
The Redline Hero mech has some essential omni pods on it if you want to run energy + splat and the linebacker D (which is behind the reinforcements paywall) has all the missiles, and they will not be available for cbills for another few months (because PGI says so).
The Marauder IIC can take up to an XL400 on everything but the MAD-IIC-D which breaks 80 KPH on an assault mech, if you want somethig fast and tanky with a good amount of flexibility and firepower.
The standard pack has some of the better variants as well-- the IIC base variant is the best laser vomit platform while the MAD-IIC-A will fulfill all your dakka needs. The IIC-B is easily the weakest though, but it still has clan tech-- 5 medium pulse laser + 2 SRM6+A isn't something to take lightly.
The Scorch hero is one of the deadliest mechs in this game at multiple ranges because of Gauss + PPC and double LB-20X + 4SRM4/6 loadouts at its disposal.
The MAD-IIC-C and MAD-IIC-D are easily among the stronger variants as well-- the IIC-C gets jumpjets and they are class II instead of class I, meaning they give actual lift with 3+ and are only 1 ton instead of 2 tons. The IIC-D has ECM, making it the first ECM capable double gauss + PPC platform. It still moves 64 KPH with an XL340.
Both these mechs are very fast for their weight and carry respectable firepower. Their loadout capabilities are pretty flexible as well, though the linebacker is limited by tonnage.

It's like a Cicada, medium weight class but can go as fast as lights.

When I started my reply, there was no 40 at the end of 45.

Now as for in game; linebacker is a decent speed but low damage output for a heavy. Then there is huntsman a little slow but decent if not good damage output for a medium at 50 tons. Then there is fast and decent damage out put for a Viper but then you sack armor. All of those are clans. For the Inner Sphere not much good in the have speed category has come out. Maybe the Phoenix Hawk it did come out next after the Kodiak I think and it has some speed, jump jets, there are ECM variants, and mostly energy builds so no ammo required.
Hope these help.
Now if you do not have Jenners or Jenner IICs or Firestarters or Ravens or Cicada or Dragon or Summnor or Stormcrow or Cheeto or some of the other mechs before the Kodiak all seem pretty good. Also a great mech is the Ebon Black Jager so if you do not have that give it a shot. It also has decent speed.
Now surprise assault mech picks for speed are; Gargoyle, Executioner, and Awesome. Yes you would agree Gargoyle and Executioner are kind obvious but the Awesome can fit a pretty big engine into it and can get up to 80 or 90 kph from what I learned int he past.

The viper is a fat light and is fast with very good jj's. It leans more towards nimble and fun than effective. It has little pod space but man can it jump! I would probably get the c variant first if you wanting cbill versions.

ARC-5W full SRM-36 Artemis boat. You either die horribly or live long enough to run out of ammo while walking off with 5 of their heads (based on experience)

One of the best IS mediums imho, XL "safe", also easy to design an effective build with STD (while remaining relatively mobile), fast, very low profile, simple effective hardpoints and seems like most people don't really know how to deal with a crab other than shoot in your general direction. Easy to twist damage (as long as no ones shooting you at the side).
