This is the right solution.
I don't know about a third precisely, I think that decision may be best left in the hands of PGI since ultimately any number given there directly affects their bottom line. But the concept itself, of a discount for the first, and second mastered mech of a chassis, is the perfect solution to a potentially thorny problem.
With this in place owning 3 mechs would still be an advantage without being a strict requirement, giving more choices to new and old players alike.
