At the end of the day it seems that PGI is just monetizing the skill tree. If you are happy with only a percentage of your current mechs being competitive and are willing to build them out and then never touch them again then you might be okay. Otherwise this feels like a step toward a "pay to win" scenario for MWO. If you can afford to throw money at the skill tree then you will be able to test and tweak your builds. If not, you will fall behind because of the penalty for changing you loadout.

On another note, I have watched and read review of the skill tree that assume that unlocking the entire tree for a single weapon system will yield greater advantage than is possible under the current system. I have just started making comparisons between the PTS and the current module based system. I unlocked the entire SRM tree for my Hunchback IIC-B with SRM 6 and medilum pulse. I timed the cool down for my SRMs in the PTS and in the current system.

SRM 6 cool down time with SRM tree 100% unlocked in the PTS = 4 seconds.

SRM 6 cool down time with SRM Cooldown 5 module in the current patch = 3.5 seconds

That is a 12.5% increase cool down wait. This is the first comparison I have made, but it looks like we are going to be paying more and getting less if this trend keeps up.
