First, lower TTK means faster killing. What you mean to say is higher TTK.
Second, lower agility does not make TTK higher. It actually makes you die faster because you are less likely to spread damage (slow torso twisting) and/or avoid it outright (accelerate or decelerate into cover).
Third, it doesn't make sense to nerf agility equally across the board given the way that weight class balance currently looks. Mediums and lights shouldn't have their agility reduced at all because of their lower firepower and armor than the big boys, and if anything they could stand to get a little bit more of it.
Don't get me wrong, I do support mech agility being based mostly on weight rather than engine size. However, don't try to spin this as a TTK increase, because it's not. It should be focused primarily on evening out the balance between mech weight brackets (so that heavier isn't always objectively superior, make it a trade-off) and also making low engine cap mechs not suck as badly.

It's not technically being equally reduced given that it's tied to weight. So lights and mediums will have a better base just to begin with. This is prior of any planned quirks to make mechs more agile being added to the base stats, too.
