I think it's impossible to say when you wait for 10-20 minutes for a match and fight 4 vs 4, specially with many people testing features not seriously playing.

As long as a Clan ERML is closer in performance to an ISLL than it is to an ISML, and a Clan PPC has splash damage, and Clan LRMs do damage (however minuscule) at minimal range, I think it reasonable to give the clans the edge (however minimal). As to ballistics and the AC vs UAC vs LBX department, yes IS may have the edge in the single round vs staggered fire department, but the fact that IS doesn't even have an option for LBX other than the 10 is another check box in the clan favor (I'd love an IS Scorch equivalent). Finally, there are streaks. We all know what a clan streak boat can do to an IS light. The only option the IS has is what, a streak 18 on an Archer or Cyclops? Sorry, once again I think the clan edge out the IS "equivalence" here as well. Take away IS offensive quirks and I think the edge in favor of Clans is much more apparent.
