What are these things that you speak of? I saw some images on the front page that hint at something, and I have heard that CW is still played by a few people, I know that Russ promised several IS v IS events after 4.1 launched but since q1 is almost over I just assumed that was mor puffery.
So while I see and understand the individual words of your post, in combination they bewilder me.

Faction breakdown would go something like this IS v IS:
Steiner:
Steiner
Liao
Davion:
Davion
FWL
Undecided:
Kurita
FRR
Both have good reasons to not want to be part of either, Liao attacks Davion and FWL to expand, Steiner attacks FWL as well so they side with Davion (going from lore). FRR isn't really mentioned, though it is more of a fortress state where Comstar is licking it's wounds and the IS remembers "oh yeah the clans' exist, we probably should prepare for them". Kurita attacks both Davion and Steiner so they could go either way. They have a longer more hateful relationship with Davion so I put them more towards Steiner in which then to balance things out the FRR sides with Davion as the people of the FRR don't want to be part of Steiner or Kurita again, though, logically, they would probably go with Steiner and Kurita to ensure neither invade them.
Or, FRR and Kurita could be part of a different front, the the IS v Clan front (eh on this) where Ghost Bear, FRR, Nova Cat, and Kurita are working together against Clan Jade Falcon, Clan Wolf, and Clan Hell's Horses in the Clan invasion corridor. Maybe throw in Smoke Jaguar to even things out and have them as a remnant since in MWO IS never won and crushed them. This would though replace the whole idea of clan vs clan between the IS zone clans and the pentagon world clans.
Faction Breakdown for IS v Clan:
IS:
FRR
Kurita
Clan Ghost Bear
Clan Nova Cat
Clan:
Clan Jade Falcon
Clan Wolf
Clan Hells Horses
Clan Smoke Jaguar
Now this will add two more factions to the game, one that has been asked for for a long while, hell a unit member wants them, the Nova Cats. This also would add IS vs Clan with IS and Clan mechs working together vs just Clan. Would be rather cool to see. I have to admit though it would mostly boil down to taking top meta mechs for IS and Clan slap them in a drop deck and call it a day. But, whatever. This also would put a lot of IS lore players in a place where they can just do FP without worry of big units stomping them with an event to get them into playing either part of this.
Now if we did do a pure Clan vs Clan:
Homeworlds:
Clan Star Adder
Clan Coyote
Clan Snow Raven
Clan Diamond Shark
IS Clans:
Clan Jade Falcon
Clan Wolf
Clan Hells Horses
Clan Steel Viper
Sure a lot of people who only care about winning will just go clan due to clans have an baseline edge and are easier to do well with, but, eh, get enough people seeing that IS v IS is safe for them and we might see a stable population of IS v IS potato FP going on. Sure it is two buckets which we merge into 1 for a day every week, but, it would be thematic and a nice change from IS v Clan only and far more than just an event. Plus, it would be a change via timeline advancing. PGI could even use current territory held in IS for the borders clans start with to make things a bit more alternate history which would be fun.
But, that is me, someone burnt out on FP wanting FP to be more, well, fun and different than it is now. And this is just one of a few changes I would push to try to fix FP for the average player so there is a reason to hop into FP.
I mean an event is nice, but, a shake up on how faction play goes? Yes, please.

Basically, yeah. I'll be pleasantly surprised if we get something more, but I doubt we'll see much given how little PGI usually cares about lore.
