Are those fixed? As in are they only specific to the H variant or can I put those jump jets and ECM on other variants by omni pod switching?

It is an omnimech. When the mech comes out for C-Bills, you can buy those pods and slap em on any other Cougar. For now, you'd need to uninstall the pod from the H and move it to the one other variant you want it on.
Those JJ side torsos, though. Not sure it is worth it. Putting the JJ side torso on means giving up side torso weapons, and the mech isn't exactly bristling with weapons to begin with.

True, but you can pack 3-4 energy on one arm, and a decent ballistic ( or heavy energy) in the other. 13 tons? Say hello to Heavy lasers! 1 H-LL and 3 H-ML, plus 5-6 more dhs mebbe?

I've already got the build I want in my head. H variant head omni pod for ECM, H variant side torsos for jump jets and energy omnipods for each arm so I can put heavy large lasers in them.
If heavy larges are 5 tons each you can put one in each arm for 10 tons. 1 ECM for 11 tons. And two double heatsinks for 2 tons. 13 tons. It'll run a bit hot, but it's managable. If not then you can opt for heavy mediums. Or just go standard ERMLs.
Also would like to run an ATM variant with ATMs in each arm.
Really all depends on the tonnage of heavy lasers and ATMs. If a heavy large laser is only 4 tons this a dual heavy large cougar will be a very good medium range poptarter.

Given how blisteringly fast this light mech is, I am sure I have more than just one second to think about it.

It will survive, IMO in one of two niches... ambusher, and Assault Escort. Neither are glamour roles, and there are still mechs that can do both better... but it should be viable in both those roles.
Outside that? I don't see it shine in anything, because heavy mech speed meets light mech armor and terribad hitboxes.

I can see dual ATMs, jump jets and ECM making it a good medium range missile mech.

really will depend on the actual stats of ATMs. Also, you'd be limited to 2 ATM 9s, and even then, limited ammo, so might be 2 sixes, more realisitcally. I jsut dunno if that' sgonna be enough to wow.

ATMs on the other hand, like you said, really depends on the stats of them. If they're light weight and not ammo starved then two atm 9's could do well, because remember they do higher damage and closer ranges so even with two ATM9's you'll still be able to pack a punch.
Important to note though that the C variant has 4 energy in it, so you could run 5CERML or 5HML's (heavy mediums). My only issue with the heavy mediums is they will have range somewhere between CERSML and CERML and that's too close for an energy based light, especially one that's got less than impressive profile.

Considering the Adder is the mech I pilot the most any more, I'm looking forward to the Cougar with glee. With it was a Pouncer instead, but I can make this work.

For those wanting the mediums, they are 1 ton 2 crits each.
ATM 9s are 5 tons 4 crits with anywhere between 90-120 missiles/ton in mwo (60/ton in TT).

I'm assuming the range on the Heavy medium laser will be equal to the IS standard medium laser? If so then that'll be a very good setup as well.
And 5 ton ATM9's..hmmm..what's the cougar have. 13 tons to work with? 10 tons for both ATM atleast 4 tons ammo...yeah not doable...would have to go with ATM6's then.
