It's tabletop simulator, setup for the Battletech board game like in real life. It's not a "game" in the traditional PC game sense, as you still need the traditional rule books to even play.

The drawings looks like the models used in the Mechwarrior Dark Age game.

You can find it easy enough on Steam. If I remember correctly, the Battletech stuff can be found in the community page for the game.

Other than a pen and paper emulator, there's this upcoming game from Hairbrained Studios (which includes some of the original FASA guys): http://battletechgame.com/

The 'Game' is Tabletop Simulator, which as the name says is designed to provide a system to play tabletop games on the computer. Some companies even sell assets, modules, etc for use (I believe D&D has a fair number?) that are only needed by the game host and allows you to basically set up a D&D game that anyone can join with provided assets.
A group has set up assets for Battletech use, including converting the MW4 models and other things for use as the tabletop pieces.
It is LITERALLY playing a tabletop game by the way. There is no 'automatic calculation', everything is done by you including dice rolling, number crunching, moving things, resolving what happens, etc. It is literally a simulation of playing tabletop, you do it ALL.
