I kinda thought quite a few of the better teams were IS right now. 228th IBR, NS, EVIL, ISEN ... the fake MS ((MS)) ... and some others 54MR etc.
I don't know why this is even debatable. Guys whom do comp almost only run clan mechs. Do you think we do it to make the game more challenging / harder? The last time IS mechs were heavy in comp play was during the MWOC time before the heavy IS de-quirkening became a thing. Sure, many IS mechs perform against bad players. A few stand out such as the BLR-2C / Locust E/3M ... but after that it gets thin pretty quick and I might add the strong IS mechs only have a chance at parity due to quirks.

1. Drop deck tonnage variations
2. Population imbalance (possible skill imbalance?)
3. Tech
Tonnage
Current stats suggest that the IS tonnage advantage is not significant, as far as results go.
IF IS tonnage it needs to be lowered, I'd suggest by 5 tons, giving the IS, overall, a 5 ton advantage per mech in an invasion drop deck, this also matches the 5 ton possible advantage in scouting. So 260 tons IS, 240 tons Clan. Small adjustments, more can come later IF needed.
Population
I would ask that two other possible facts be recognized: the IS attracts more new players (less skilled purely because they are rookies, cut em some slack) because the mech costs seem lower; and the better skilled players on both sides are more or less equivalent.
As always, teamwork (good units?) dominates whatever other factors are involved, so, if the clan is winning consistently (i.e. more often than IS), it does suggest they have more good players on their side at present.
You don't want to discourage teamwork, but clearly you'd like to encourage more good players (units) to work for the more losing side. Theoretically the tonnage advantage is one attempt to do that.
Another method would be changing the reward structure a bit. At present it is purely population based, keep that, but add to it. Track the most recent tug-of-war results, and apply a bonus to contracts signed with the side that lost (they'd pay more out of desperation).
Perhaps allowing mercs to switch contracts at the end of each FW cycle, or at least more frequently than at present?
This would possibly even out the population a bit, and make mercs far more mobile and reward driven, as they should be.

Not even gonna start. Balanced or not at present, with the upcoming changes, speaking about this now is premature.

A good idea: We lower the c-bill rewards for the clan players until we have a 50:50 Win:Loss ratio between Clan and IS. Because the imbalance is only in the population...

Lets be real. The good players are clanners because good players gravitate towards the meta. It's how they git gud. And right now the meta is all clan mechs. It has nothing to do with lore or ******** like that. And if they wanted the challenge the obvious place to go would be IS, which I'm sure some people are. But a majority of good players do it to win, and clanners win more.
