People cheat because winning is more important than playing. People cheat because reputation is more important than personal achievement. People cheat because they are unwilling to confront their own limitations and accept that sometimes you just aren't as good as you would like to be.

That's all that you can do. I can't help but think that the game would be more 'alive' if PGI was more active (or blatantly visible) in dealing with cheaters. Honestly, aside from the occasional ban you see very little going on and, taking it on faith, just doesn't work. IMHO all you are left to believe is that PGI has, internally, admitted defeat and is only putting up token resistance. I could be very wrong in this but I only have what I see to go on and, I see very well. The impression that 'cheaters' are playing is JUST as bad (maybe worse since you end up in witch hunts) for the game as people actually cheating.
@OP, I suggest if you really want to have a talk on cheating go to one of the reddit MWO forums.
