I'm getting 29,823 GSP points from modules. That's enough to put 91 points on 327 mechs. I only own 257 mechs of which 75% are mastered out. Someone please explain to me how this is even remotely fair or useful? Someone please?

Its simple:
1- buy 327 mechbays
2 - buy 327 mechs you don't own or would like doubles/triples/quintuples
3- install master 327 mechs!
4 - profit?
Sorry i just have to laugh b/c i am in a similar boat... 36k+ in GSP and most of my 280+ mechs are mastered, the rest are elited so i will barely need any of it initially unless i want inlock all rational nodes beyond the base 91...
I appreciate that they are trying find a balance in the refind mechanism and the reality is that no one approach is going to work for everyone...
Because conversely, i am not sure 1.6 billion cbills are really useful either... that is a stupid amount of money...

I went on a module buying spree after you introduced this new PTS. After you clearly said that all the Cbills I was spending will be refunded AS CBILLS!!!!!
But now you are converting all that billion+ cbills to a new skill point currency?... a currency that I'm already getting for each of my mastered mechs?
So I'll be sitting on 30000 (yes... more than thirty thousand) skill points I can't use?
(because my mastered mechs will be getting their own full 91 skill points through mech skill refund)
WHAT THE HELL PGI?!?!?!?!?!?

I suppose they could offer us options as to how we take our refund (gsp, cbill, or 50/50?), but then someone will misunderstand, screw it up and it will a new crapstorm...

2.) Respecs still have a cost = a big F.U. to competitive teams that change their loadouts, regularly, and anyone that likes to play with different builds when they get bored.
3.) Skill Tree is still a confusing blob, requiring thousands of clicks to spec a few dozen mechs = a big F.U. to our mice, fingers, wrists and time while also scaring off new players and casuals that will be intimidated by this overly complex system.
4.) Up to 5 consumables per mech = a big F.U. to the playability and relative fun levels of any MWO match. "Oh, yay, nonstop artillery and airstrikes going off for the entire match," said no one, ever.
PGI still hasn't fixed the flaws inherent with their core Skill Tree system.
This Skill Tree is still going to cause a great deal of frustration for the current playerbase, screw balance to heck and back, nerf the life out of a lot of underperforming mechs, cause new players to be intimidated / pick up another game.. all while solving no real issues with the current build of MWO.

so instead of getting c-bill back for my modules I bought 3 year ago I am getting GSP for them. WTF there gos 600 million C-bill I was exicted for.

I do worry about nerfing offensive quirks in underperforming mechs- hope you have some other secrets up your sleeves pgi re this one (I the intent to direct them away from offense, and into scouting/consumable roles????- if so that needs reinforcement in game rewards to be economically viable for those pilots). It has always been my policy to buy and evaluate according to tonnage/engine capacity/hardponts as all else tends to change- so I am not gutted by this, but some people may be (and I must admit, I DID make the mistake of buying a Huggin in my early days and felt the burn when it got a nerf-lesson learned: Trust not in quirks & PGI).
Still not sure agility tree isn't making breaking/stopping worse, not better. Will need to test more accurately when have time.
Also- the refund for modules is clearly not working properly in PTS at the moment- I have only a fraction of the modules own listed and refunded in C-Bills (but listed as owned in XP refund).
On the right track PGI- just a few fixes needed.

First, once I figured out how the GSP works and all that I was very impressed. I am getting more then enough GSP plus the GSP I already have for my mastered mechs back which is very good.
Second, the tree itself will need more refining over time. Yes it does still have some problems with it's lay out. In this I mean it can be confusing figuring what you may or may not need. New players are gonna have a rough time with this and I think a guide or tutorial should be implemented. I get you want a non-linear tree and well I mean lets be honest, you can't always get what you want and to be fair I do like that this tree reduces cooldown greatly for all weapons. Certain weapons don't have the quicker cooldowns as they did before so hopefully this goes towards increasing time to kill (Which I have wanted for a long time now!).
Third, please don't cave PGI to all the comments that are negative for negative sake. Also please listen to actual positive or negative criticism that is written constructively.
At this point this is all I have to say because I really want the new tree in the game. Lately the game has started to get very stale for me. I need some new stuff like this tree to change the pace of things.

For the skill and mod conversions I feel that its fine to me i have no problems with it at least.
the skill tree could use some pruning mainly the weapons tree. Like what was previously stated combine the skills that are the same and give them a number of points to put into it then it could branch off to the weapons trees. as was stated it makes me want to boat one type over using multiple types. Again as stated by others and from trying two different builds on the roughneck and timberwolf and my timby died in like 30 seconds and my roughneck just tanked like an atlas. And heat seems greater then before all and all more of a learning curve. My only real concern is that with how complicated the current skill tree is new players might be intimidated by it, which could drive away new players.
All and all I'm excited by this just wish it was less complex.

From my understanding, having already mastered a mech only provides you with enough HSP to unlock the 91 nodes required to "master" it under the new system. You can use the GSP to unlock additional nodes to reduce the xp cost of trying some different combinations.
