In the PTS #1 it was stated that all agility quirks would be included into each mechs base stats.
PGI failed to do that properly and man mechs were overlooked.

Summary here

Now in the PTS#2 notes "base stat modification to account for quirks" is not noted anywhere, so i'm going to assume that was scrapped. Issue is on the PTS some mechs do have their old agility quirks rolled into their base stats.

Examples being the Linebacker, Grasshopper and Summoner. They all have much higher Accel/Decel than the average mechs in thier weight class.

Also 90 ton Cyclop's have more accel/decel than the 85 ton mechs.

In either scenario something is seriously wrong.

Either A: all mechs in the same weight should have same accel Decel
Or B: all mechs that have agility quirks on the live server should have better base stats (most dont).

Checked the base stats on all 35 tonners
Accel/Decel (A and D respectively) has no consistency either.

ADR - 43.08A / 65.7D
PNT - 43.08A / 65.7D
FS9 - 43.08A / 65.7D
JNR - 63.85A / 85D (Oxides are less agile)
JNR IIC - 50A / 72.14D
PNT - 43.08A / 65.7D
RVN - 43.08A / 65.7D (some Ravens differ)
WLF - 54.63 / 76.42

based off these numbers I'd say the attempt to roll agility quirks into base stats is definitely still applying to the PTS despite the notes omitting this fact.
