Im looking at the sensor tree and I see no real reason to put points into it.
I think a large part of the problem is that mechs start with too much sensor range so they dont need to put points into the sensor tree at all.
So maybe its time to lower the base range on sensors and increase the bonuses you get from the sensor tree skill nodes. That way the sensor tree will be under consideration again for spending skill points.
Because right now the sensor tree is pretty damn useless unless you have ECM.

Do Mechs Have Too Much Sensor Range?

It realy does depend on how the maps will be changing in the future.
If there will be longer lasting game modes on larger maps or a FP revival larger sensor range for support builds as part of premade dropdecks could come in handy.
If you just play QP...well you're right nobody needs sensors...just see and kill stuff.
Also you are not entirely right concerning your last sentence.
When you increase your general sensor range you also increase the range at wich you are able to detect an ECM Mech. You also increase the effects range of detecting equipment like probes and TC.
i.e. if you're driving an self sufficiant LRM boat or as a light earning money through spotting it can be quite prudent to have sensor range enhancing equipment/traits as soft counter for passively ECM shielded mechs (Mechs under ECM bubble)

Instead of sensor range +% nodes I think they should have different sensor suites as nodes in the sensor skill tree.
all mechs should start with integrated sensors for free (400m)
but through progressively deeper nodes in the sensor tree you could pick up basic sensor suite (600m and near the top), intermediate sensor suite (800m and near the middle), or advanced sensor suite (1000m and near the bottom)
bap would give you +25% sensor range still
that would make the sensor tree more appealing and more worth the skill points.
unfortunately it is somewhat of a nerf to non-ecm lights/mediums. so certain non-ecm lights/mediums would probably have to be compensated with a +200m sensor quirk. but the ecm using lights/mediums were probably going to invest deep in the sensor tree anyway for the ecm buffs, so they dont lose anything really.

If we want +sensor range nodes to mean something, then yes, mechs do have too much sensor range.
