Mechs:
I believe there was a 10 or 15 ton police mech (never really sees mech vs mech combat).

Normally at least about 90km/h and jumpcapable. Nasty stings in other mechs back side.

Outside of the game, for the time being anyways, the smallest mechs available during this time period in the Inner Sphere that aren't also ludicrously slow are the Locust and Mercury, like the guys above were saying. I wouldn't be surprised to hear that the Locust is going to make an appearance in the future, though I wouldn't be surprised not to hear it either
