I'm just starting to play after being underwhelmed by the beta. I'm sticking to the Academy until I know how the rebalance and new skill tree shakes out - don't want to waste time, money, or cbills. So you'll see +1 eventually, just not til I know what the game becomes.

You might be waiting a while to start playing then.
One of the premises those who are all excited over the new skills tree, nerfs, engine decoupling actions of PGI, is that PGI will be for the next several months constantly changing, tweaking and adjusting values of all aspects of the game so as to establish a new baseline of performance among all mechs. If that is true, then those efforts will take a good long while. New tech is getting dumped into that system a month after skills tree drops and that will cause further complications to that presumed balance efffort and thus necessitating even further time being committed to such efforts.
If you wait for all that to shake out before jumping in, you are going to be waiting...possibly forever.

Games constantly evolve, sure, but I'm not one of those people who ragequits over a 0.02% DPS drop in my favorite meta. I strongly prefer an evolving meta. Any time new mechs and equipment rebalance (even unbalance) the game, it helps break stale builds/gameplay and drives investment in the game. A whole new skill system, plus major rework of quirks? That's a BIG shakeup that most games won't experience in their lifecycles - essentially MWO2. When the PTS and initial rebalance hit, then it makes sense to pick things up.

It definitely seems like the TS servers are much less populated; though I agree with the above posters that I'm not sure the base population #s have changed in the past number of months.
Are we thus dealing with a shift to discord (and if so, where are the big discord hubs?), or are we seeing a shift of old players who used to populate VOIP to a new crop who play solo?
Personally, I prefer TS to discord. Better interface, for one, though persistent chat is nice. I'm also a bit nostalgic for the days when you could scroll through the NGNG or the Comstar servers and see what units were playing, who was bumping around in LFG, etc...
