This is for players like me that only play CW once a year ish, so whats "new" or changed in a year/ half a year i havent touched this.
is the modes more balanced now?
more fun?

Last change was in December - quick play maps were added to FW/CW. Nothing important since then.
"is the modes more balanced now? more fun?" - depends on side you are playing. I would say it became little more difficult for IS due to lower speed of "meta" mechs. But teamwork still prevail, this is first thing that decide who will be the winner.

It's all about the team you drop with; I highly encourage you to get on a Faction or Unit Teamspeak (some are even on Discord these days!) to find people to drop with rather than queuing solo.
