So for mechs like the executioner , gargoyle , and line backer , will they have mobility quirks as baseline? or just higher agility than the rest of there competition?

Ops and Mobility will be where my NTG spends the most heavily by far. The firepower tree is easily at the bottom of the list for NTG priorities, there just isn't enough value there to justify the investment for the NTG.
Velocity, range and reduced heat generation. After ops and mobility you have like 28 pts to spend, that's enough to get a good 10% range, 10% velocity and 5% heat generation reduction. That's all going to help your peeps.

LFE is more or less worthless. It's for mechs you'd take a STD on and get 2 or 4 extra tons. On a WHR for example to downgrade the LFE on the 6D build you'd need to either downgrade your engine 7 steps to keep tonnage the same, though you'd lose an in engine DHS.
It's got some niche uses but it's flat out and in all ways inferior to CXL. Your best option is to.... take a Clan mech.

Dual Gauss PPC NTG doesn't need velocity (and you can do a TC 3 on it if you feel you want a touch for the 1 PPC), range is nice to have but not high priority and reduced heat generation is totally irrelevant. CD is the prime choice here, to speed the Dual Gauss fire rate up as it is by far the main focus of the build.
Dual PPC 1x Gauss (a kind of oddball build I like because I can use the higher mounts, but it's clearly weaker than dual gauss) already loads a MK 5 or 6 TC due to running out of crit spaces before running out of tonnage. -Heat gen would be nice but it doesn't make or break the build.
