I tried this in a Private Match,
RVN-3L
ECM and BAP
vs
ECM
result was:
Enemy ECM wasnt shut off under 240m
Tried another,
Firebrand
BAP
vs
ECM
result was:
Enemy ECM shut off at 240m till 90m
as it should.
Conclusion:
Beagle Probe non functioning proper if ECM is installed too.
Please Fix!

That's not a BUG. That's ALWAYS been the case. Its to prevent abuse of both systems on one mech to counter the ECM of two enemy mechs.

But shouldnt an BAP counter any enemy ECM within 240m untill you get near to 90m where the enemy ECM turns off your BAP?
If it was the way you say, i didnt recognize that circumstance in MWO before.

I went through almost every peace of ecm/bap news i could find.
The recent thing i could find out about ECM and BAP is:
ECM gives you a 90m ECM bubble and surpresses enemy sensors from 30%, 55,5% or till 75% of enemy sensors (depends on skill level), also it can counter one enemy ecm within 90m range if in "counter mode", in normal mode ECM and enemy ECM get disturbed sensor readings.
An enemy sensor can detect you (red triangle) if the enemy is near enough to override the ECM surpression (enemy sensor range - ECM surpression percentage, for example: 1000m - 75% = 250m), he needs 50% increased time to lock you "R" and getting target info on you will require him 25% additional time. But if you get into 90m range of the enemy your ECM will block his sensors.
Now on to the Beagle Active Probe:
BAP gives you a 25% increased sensor range, a 25% faster target info gathering, 240m radius ECM counter and a 120m radius of detecting shut down enemy mechs.
ONLY if the BAP is build into an mech which has also ECM installed, the ECM is overriding the BAP capability of countering an enemy ECM. (this is what i didnt knew before)
But hey PGI, please give us a SEARCH button for the Patch Notes! I almost searched the whole damn WWW to gather the info on above Topic.
