Comstar will probably be used as a plot device only. Their stores of lost tech and control of the HPG network make them to powerful for any of us to play. Plus most of the time they are rather passive. Much of their activities are covert instead of using their military assets.

My bet is that Comstar will be a dev controlled faction hireing mercs and arranging for house units to fight small actions against the clans when they show up. Until then, I don't think there will be much in the way for Comstar to do.
