So as with Jade Falcon, they really liked faster mechs with Jump Jets because mobility was their quirk. Summoner is prime example of this design. To compare, Clan Wolf liked firepower so they (developed)made Dire Wolf, by then only mech that had 50% of total tonnage devoted to weaponry(Kit Fox was also close but it's poor example).
But when game timeline changed, clan needs and mech designs also changed. So then Jade Falcon wanted to get more firepower while retaining their jump capabilities and they developed Night Gyr, first Jade Falcon mech that could devote 50% of tonnage to weapons. And then Clan Wolf wanted to get more speed at cost of firepower so they developed Linebacker that has just bit over 25% pod space for equipment.

The fact that it has far more tonnage dedicated to making it mobile...
The fact that it gets the same weapon loadout (at BEST) as a mech 20 tons lighter...
...is why it gets higher in game agility.
And I have yet to see anyone give a reason why that is "LoL" worthy

One of the general ideas of clan warfare is to have a pool of mechs of each class that is able to move with the same speed of ~90kph either consistently or for an extended (TT-wise) period of time using MASC. Stock IS couldn't even come near to that, hence given the advantage in both weapon ranges and speeds clanners had total superiority on the field.
KitFox, Adder, SCR, EBJ, TBR, GAR, EXE are all capable of that. Needless to say it leads to less relative firepower (aka avaliable free tonnage) on heavier mechs and more firepower on lighter mechs. Then there are dedicated "role" mechs like ACH or DireWolf that are used for specific tasks instead.

1: That is a lot of IFs
2. As noted earlier, most builds for the TBR ADD Heatsinks - bringing it's weight down compared to the EXE, while ignoring the fact that the exact same thing applies to the EXE
3: that is still ignoring the fact that the EXE is 20 tons heavier
That is like saying that the IFR and SHC should have similar firepower to the MLX.
That is like saying that the DWF should have similar firepower to the GAR
By which I mean that you would see nothing wrong with that situation - not that you are saying that it "should" be that way
