As for the story, I was just stoked by the Battle of Tukayyid, i thought of adding a little story for my little Yuna Cassel. It's my first try of a fiction, i think i suck at it, but i wanted to do it anyways.
On the balance side, I'm not a balancing guru, but the quirks are your average battlemaster stuff, but with a twist. As opposed of a torso-twist penalty, it comes with engine-cap penalty, because i wanted it to be a slow mech. As for the offensive quirks, i tried to retain that cumulative 70% thingy of the old battlemasters, and then redisitrbuted them.
While we already have the Mauler to compete with the Kodak-3, poorly, i hope that this high-mounted Battlemaster could do the trick, albeit pay-to-optimize. Also, to high mount 2 gauss rifles means it needs 2 more MG each side torso for a total of junk 1-ton for 4 LMGs.

Need more IS dakka assault mechs with high mount to compete directly with the KDK-3.
But maybe remove those 2 extra ballistic hardpoints because 6 on it seems a bit much.
BLR-42SL: 3xEnergy, 4xBallistic and 1xMissile. Seems more fair I think.

I was thinking of removing much of the the ballistic quirks altogether, since it already has 6.

MISSILE COOLDOWN: 10.00%
MISSILE VELOCITY: 10.00%
those ballistic slots scream 4x rac 5 or similar high mounted ones for poking and those 3 energy mounts may aswell eb the usual 3lpl. the next KDK3 eh? I am actualy sure this mech would still beat several other assaults without or even with negative quirks due to the location of the ballistic mounts.
tho it is nice of you to think of the laser and missile slots and quirk for thsoe instead, because theyr gona need it, because those that take em would otherwhise just forget em... and they still might.

10% Jam Chance isn't that significant, mind you the SHD-5M has -20% Jam Chance + Cumulative 20% UAC5 CD. The 6B mauler comes with +10% Velocity and -5% ballistic heat.
Now that in mind, i'm thinking of god-quirking the least hardpoints so that as opposed of min-maxing, the quirks would instead address the weakpoint of the mech's firepower, so it wouldn't completely excel over the Mauler.
For example: It has 20% Velocity and Cooldown on the Missile -- but then so what? it only has 1 missile hardpoint. If it's for missile boating, it would suck. But still having a missile weapon along other weapons, it won't be completely left out. I didn't go crazy on the Energy Range though cause it can still use 3x LPL. The cumulative 10% heat generation on the ER Lasers are just for ER lasers, so on 3x LPL it still does more heat.

So i was thinking, i could still down-grade the MGs into LMGs and get 1 more ton. And then change the AMS to LAMS and drop the 1-ton of ammo. Saving 2 tons, i could allot 1 more ton of ammo and then just add a TC1. That is assuming the LAMS is just 0.5 tons.
I'm trying to make this into full Civil-War Tech hero anyways. I'm also considering LFFA armor if ever.
Before i update the main stuff, tell me what you think.

UAC5 is placeholder, and at wrong mount.
But you gotta admit, a ballistic Battlemaster looks sick as ****.
