Maybe it's limited to Training grounds? I haven't played outside it.
They could've mitigated performance dips by using fewer launchers with more damage instead.

Can confirm; all of the rocket launchers do about the same amount of damage

i can confirm this problem even when Chain Firing in Training / Academy,
Attacked the KGC, Chain fired each RL20, into its CT(damage only Registered CT so only hit CT)
didnt even Break armor(that KGC has 76Stock 100Max 25Quirks) so 125Armor which 140Damage didnt break,
so im thinking that hit Reg for them is very off with them,

I can also confirm this, was unable to break the CT on a training ground atlas with a volley of 4 RL20s.

Yeah I've experienced the same thing also. I hope PGI fixes this soon.
