Unless you're in a mech moving faster that 95 KPH, because ATM's with the low velocity and lock on times have issues engaging Fast mechs, especially within the 0-270m band. Stealth armor also make's ATM's useless as the velocity and stream firing pattern makes dumb firing at anything but the slowest mechs worthless. The +3 damage offsets the numerous weaknesses in the weapon system and reduction in that max damage will regulate ATM's second line curiosities at best.

Remove ATM minimum range , they spread damage like streaks (RNG) , require lock on , and lose to SRMs at equivlient tonnage , and they also require face tanking.
Increase LRM velocity so they are a better long range weapon
Give ATM's a low firing ARC so its hard to shoot long range.
Easy.
