The first two mechs that come to mind are both mediums: the Hunchback IIC and the Huntsman. Both have high mounted ballistics and the right variants can do paired LB-10X + MLs, though the Huntsman has more issues doing that with limited weight. For a heavy the Night-Gyr would be the choice for that kind of build. The Ebon Jag also gets high torso mounts compared to it's body. However in all cases the ballistic weapons are high torso mounts rather than arms. The highest arm mounts are probably on the Mad Cat II.
