Consider that Elementals have jump jets (mobility) their suits are also capable of self-repair, and they are genetically engineered with anti-mech warfare in mind. (a Terminator would be at the mercy of swarming elementals)
I personally think a Spartan would top them both. While they don't have the integrated weapons, their armor does have built-in shielding, and enhaces the strength, speed, and reflexes of the wearer (which are already genetically/cybernetically enhanced) Spartans in the novels can lift tanks, see in bullet-time, worth far more than their numbers, and capable of winning even against impossible odds.
