I was thinking of tweaking the ECM nodes on my HBR when I noticed Stealth Armor Cooldown underneath ECM Target Range Reduction. Is Stealth Armor for the Inner Sphear? I'm a little confused on this one.

Not for Clans, no. PGI apparently didn't build a custom Sensors tree for Clans the way they did Firepower.
