When Is The Date And Time When The Full Comp Play Leaderboard Is Considered "final"?

The Top 12 is set. Their final finishing order is determined by the semi-final matches and the finals at MechCon. Seems pretty clear.
I assume all >13th place teams keep playing and changing rank until December. But exactly when do they take a snapshot of the Comp Play Leaderboards and say "this is the final ranking."
If a team gathers enough Elo to break into the top 12, I know they can't suddenly participate in the semi-finals, but what do they get? Is the top 12 just locked now, and 13th is the highest you can go?

Given so many teams have not made the 20 (as it was such a last min decision)... It doesn't surprise me its still open. Hell my team hasn't even played a match cause we can't get 8 of the 9 online... We would've had 12 if we had more than a couple days notice to fill a team

After the whole thing started we've had:
1. Alterations (well, multiple clarifications) to key dates.
2. Prizes / rewards not advised until MWOOC was well underway.
3. Signup extensions (IIRC there was, can't remember for sure).
4. Min game requirements for prizes changed.
5. Prizes eligibility out to Dec.
Changing things after the fact is the way of the MWOOC 2017 - get on-board with it brah, don't be a hater. Embrace it!

No one did ask actually, to extend it or get a free pass/time. People simply sought clarification and that was the official PGI response, that for 13 down it's till Dec. This is nothing to do with any player. This is just PGIs standard disorganised behaviour when it comes to the MWOOC. Same stuff went down last year as well.
That said clarification was sought WELL before it closed (for top 12) however it hasn't really been communicated properly, no surprise.
So get all annoyed all you want but don't direct it at players.

I'm assuming they are going to give out rewards based on the highest position a team has reached. It makes no sense for them to annoy their dedicated players by forcing them to watch a ranking system for 3-4 months.
It costs them nothing to provide the pixel rewards and it doesn't deter our spending habits either. I'm confident PGI will do the right thing when all is said and done.

At season end we stopped play, and now have gone from 18th to 20th as new teams continue to farm easy wins (now that all the good teams have left the queue).
This is completely unfair to teams that participated during the heat of the tournament. These new teams don't even have to fight the top12 like we all did. They can basically farm prizes now, and roster hop as they desire.

PGI DOES NOT KNOW WHAT THEY ARE DOING
They either had to announce the 2 best teams for the finals or the 4 best teams.
doing the last 16 without any loser bracket.

i'm fine with people qualifying for rewards after the top teams have been decided however i am not okay with having to defend our rewards after everything else has been finalized and the queue should have been officially closed according to PGI's own commitment and wording.
to those who missed the opportunity when the queue was open only have themselves to blame for not finding time to play the minimum 20 matches, it should have no baring on us or our final standing after sep 15th.
