I am using the Light Gauss on a couple of mechs and the slightly faster recycle rarely comes into play. Mostly because getting hit by a Gauss round is an unmistakable high threat indicator and so you become the target, so you never get to fire a second or third shot within the recycle window.
Perhaps give the Light Gauss more of a thudding sound?
Other thoughts for tweaks.
Longer maximum range. Such as 750,1500, 2250.
More ammo per ton.
More damage. 9 instead of 8.
It's just a little lacking for a weapon that does 55 percent of the damage of a regular Gauss, but weighs only 3 tons less.

Light Gauss Too Lacking Compared To Other Gauss/uac's

And in Faction Play, forget it. Light Gauss just don't compete with all the laser, MG, and UAC heavy builds. I ran 4 matches with them on one of my mechs with my I.S. alt character. It was on an Orion Protector which has a nice Gauss recharge buff too. It's extra armor didn't help either, just too easy to hit.

Let me say that I believe Inner Sphere Gauss models (or at least normal Gauss) in general are underpowered compared to their Clan counterpart. For years C-Gauss Rifle and Gauss Rifle (the standard model for Inner Sphere) have had the exact same stats, yet the Inner Sphere version takes 3 more tons and 1 more slot to mount. How is this balanced again?
If you were to buff IS Standard Gauss, you'd also have to buff Light and Heavy Gauss accordingly, most likely. Heavy Gauss, for the tonnage and slots it takes up (you can't mount Heavy Gauss on anything short of a STD engine, by the way, otherwise it won't fit in the torso, this largely beating the whole purpose due to the heavy weight of both modules), has a terrible optimal range of 180, even worse than AC/20; increase that **** to 270 or 360 ASAP. It would also be best to increase the ammo/ton to 6 or even 7 to keep its damage potential per ton of ammo in line with the other Gauss and AC models.
As for Light Gauss, perhaps you could increase its range further or even increase velocity (which is already quite high), or perhaps decrease the cooldown from 3.25 to 3, even just a slight buff. Ever since the poptart meta (which I'm certainly not saying should return, that **** was annoying af in MW4 and makes me glad I didn't play this game in 2013 for more than a few minutes) got hammered on, AC's are almost always chosen over Gauss and for good reason. Let's allow for some more practical build variety, shall we?

The LGR has been DOA from teh start, and even the latest buff didnt really do much to bring it out of there. The issue is 2 fold, one, the thing has so little alfa strike for the given tonnage, you cannot use it like you can the regular gauss and expect to get something out of a single exposure/alfa strike, and two, it has nowhere near enough sustained DPS to be competitively viable (cant make this too high or itll obsolete the AC10, but as it is now, its trash).
Personally, id start by giving the LGR identical (or at least very close) DPS to the regular GR. This would allow IS to have something of comparable tonnage to clan, but with the obvious downside of being ill-suited for poking due to its low alfa strike. Itd really go a long way towards bridging teh gap between clan and IS gauss weapons since IS would get something along the lines of clan (same DPS and tonnage), but it wouldnt completely obsolete the regular GR (more alfa strike) or the HGR since those are both specialized for higher damage levels.
Another option would be upping it to 10 dmg and keeping all other stats around where they are. This would both bring DPS closer to the GR, and make it have somewhat less meaningless alfa strike, but with the obvious downsides of still being inferior to clan and IS regular GR.
Anyways, knowing PGI its unlikely that anything will be done, and until then itll stay in the same place that i keep most of the new tech like RACs and MRMs. Purely fun weapons that occasionally do insanely well when the stars allign, but are completely unfit for competitive useage due to being unable to alfa strike poke (like it or not, for a very long time the meta has been exposing for as short a time as possible and nailing someone hard without giving them the time to return the favor).
Also, as for teh clan vs IS gauss rifle debate, i dont think they should buff the IS GR directly just because it weighs a bit more. Its the same situation with cERML vs ISERML or cUAC10 vs ISUAC10, clan does more damage per ton, but comes with downsides like less component HP (cant tell you how many times a 1 second MG burst stripped out an entire ST of a clan mech), and often less precise damage application. What i would support though is a buff to IS ammo/ton for the GRs, so that you still have to deal with 15t weapons, but dont need to bring stupid amounts of ammo to run them through an entire game (id start with ~200-250dmg/ton, then id only need 2 tons per rifle). The same can be done to the other GR types, so that you dont need as much stupid ammo capacity. Other then that, i guess IS GR could have a teeny bit higher ROF if needed, but i wouldnt buff its damage or nerf clan damage levels since they are fine where they are (and they are balanced as weapon systems on most mechs minus the recently OP deathstrike)...

Yeh, I can agree with this. I just think it's unfair that they have the exact same weapon currently, yet the Clans can mount it easier. Give the IS Gauss some sort of indirect buff (and this comes from somebody who prefers Clan over IS).
