Summoner : Compare this to the grasshopper. Its just sad.
Gargoyle/Executioner : No explanation needed. You literally have to be drunk to think IS mechs aren't better than these.
Dire wolf : Worse hitboxes than the annihilator, no durability quirks, same speed. There is a reason why direwolves have all but dissapeared after the Kodiak came out.
OK, so, there are 22 Clan Omnis in the game. You listed 12 (13, because the Cougar is an OmniMech) that you consider worse than Is 'mechs (which I take to mean worse than average, not worse than all, not worse than the best).
I'll give you the Mist Lynx from your Light choices, but the Kit Fox is up there with the best Lights and both the Adder & Cougar are, at worst, average.
The Ice Ferret is another I can agree with, although I've been enjoying my Rainbow Crow. The Viper is a Clan Cicada and Cicadas aren't exactly bad 'mechs, but sure, maybe. I'm biased towards the Shadow Cat, so I'll give you that one, too. The Nova is an amazing brawler or poker, so that's not bad by a long shot. The Stormcrow was so good, they had to ban it from Scouting, so it's hardly in a bad place.
As mentioned, the Summoner has at least 2 very solid builds, but sure, you can have that one, too.
Gargoyle & Executioner? OK, fair enough. Dire Wolf? Nah, it can still bring the pain easy enough.
By my count, that's 7 out of 23, so less than a 3rd of Clan Omnis I would consider "worse than IS 'mechs".

The EBJ has bad hotboxes? That's news to me, I think you're doing it wrong. Hellbringer? I've started piloting mine again, good game average around the 700-800 damage mark, which is high for a potato like me. Timer Wolf has been smacked around a lot, but I'd still put it above has the IS Heavy 'mechs. Night Gyr is still a great dakka or Gauss + laser platform.

Every time someone says "Clan OmniMechs are worse than IS 'mechs" they are talking about a small number of great IS 'mechs. Go and play some Panthers, Trebuchets, Cataphracts & Awesomes, see how they compare to the Mist Lynx, Ice Ferret, Summoner and Gargoyle.
