I learned the zoom skill in the skill tree for my mech. I can zoom in a little bit now, but what I want is picture in picture zoom (4x zoom) like I see other people using.
One person said I need to buy a targeting computer. Okay. But why does the computer weigh 1 ton?
My phone has 8x zoom and weigh like a quarter pound. Maybe less.
Do I really need the targeting computer for 4x zoom and why does it weigh 1 ton? In the 4th millennium did electronics go extinct and now all computers are mechanical?

In keybindings there is an option for Toggle Advanced Zoom, use that to get the picture in picture. You don't need the TC for it. TCs weigh multiple tons because tonnage is one of the main factors that balance how powerful equipment is, and the game was made in the '80s when the concept of a computer in your pocket was still pretty much unthinkable.
Canonically, the Great Houses have been at war for years and have taken turns nuking each other back into the Stone Age. They sabotage each other at every opportunity and spend a lot more money on fighting wars than advancing war fighting technology. Not to mention factions like Comstar and ROM actively working to secretly ensure the Great Houses don't achieve technical advances. When the Clans turned up with superior technology the Inner Sphere started to put more concentrated effort into advancing technology to fight them and the various factions were less interested in sabotaging rival houses.

You're referring to the Advanced Zoom skill. You'll need to unlock it in the skill tree (for each mech you want to have it on individually). It's under the Sensors section, 4 or 5 skill nodes to the right side iirc. As it's a skill its bonus does not weigh anything.
Once unlocked for a mech you can press 'V' (default keybind) to enable it in-game.
Targeting computers can give you an additional boost to zoom levels (both with or without Advanced Zoom unlocked), plus other bonuses. Just click on the item in the mech lab to see the bonuses it provides for each level of targeting computer, no need to buy it if you don't want it.

Targetting computer is generally used to increase crit chances spesially for laser boats.
In battletech where all these things come from it has different functions.

Then you are looking for Advanced Zoom.
As mentioned above it is in the sensors skill tree. It takes 3 to 4 nodes to reach and unlock it from the start of the sensors skill tree.
This Rifleman in the video is only using those nodes to get that advanced zoom and nothing else.

The targeting computer actually does increase your zoom magnification. Including Advanced Zoom. I really doubt it's worth it. But it also does other things. Longer ranges to lasers, higher velocities to projectiles, crit bonuses. I forgot what else.
Advanced Zoom itself is activated through a key. Check your settings and assign it to whatever is most convenient.

back in by gone days we had what they called modules and adv zoom was one of them
you hit your "V" key to get it to work
the "modules" where on the expensive side when you bought them but you had them forever (or until the company that made
the game takes them away)
I used to have a bunch of the adv modules I could use them for 1 match or 100 matchs for any Mech that I owned
man the good old days
the next hurdle is to remap the keys to allow adv zoom to be used with one of the mouse buttons
good luck with that I been trying to remap my keys for 3 years

I found it. I was using the normal zoom function, not advanced zoom.
Have it bound to a mouse button now. Really nice.
