If you have a mech with two sets of 10 missile tubes (2M, 10x2) and you put in two MRM 10's, do all twenty missiles launch at once?
When people say that MRM's fire a stream of missiles, is it because they're packing a MRM 40 in a 10 tube slot?

Nope MRMs fire in a stream becuase of a design decission just like Clan LRMs.

No. The Models of MRMs, RACs, ATMs, H/LGauss, HeavyLasers, Heavy-, light- and snubnose ppcs aren't brought to all Mechs up to this day.
It's just the graphical representation that seems of but not the general workings of the weapon.

So far, MRM models go up to 20 tubes even on the new remodels, and ultimately the tube count doesn't matter.
In the OP's example, if that was LRMs they would still shoot 10 missiles per launcher due to having 10 tubes per launcher. So that really doesn't matter.
Rocket Launchers are super tiny and have blue tubes. For those wondering. Tube count DOES seem to matter for Rocket Launchers, particularly if there's a shutdown. I fired several RL 20s and got shut down, I'd have a 10, 5, 5, 5, 5 left over for rockets in the launchers.
