The reason flamers have a "heat mode" in TT is because it's basically spewing a cloud of flame across the target, which heats the target up more evenly. Damage mode is a much more focused blast, like a blowtorch. MWO's trivial damage is so you get assists for toasting things.

Later on, you get it taken to more extremes with plasma rifles and cannons, although PRs actually deliver damage PLUS heat.

The MG rules are in TacOps, allowing an MG to be set to a much higher ROF at the cost of gobbling ammo like mad and generating heat, but MGs then deal 1d6 damage as well.

Edit: In MWO, you could combine the two and have MGs "spin up" to higher/hotter ROF mode.
