By design. Seeing how LRMs and SRMs have different cooldowns depending on the launcher size, just chalk it up to PGI's infamous inconsistencies.

They are so heavy you can't really boat more than 2x 40s anyway, so why punish those who can take a larger launcher.
And by the way, while its completely reasonable to have longer colldowns on SRMs, but lurms? Come on, they are too heavy and they need a lot of ammo and a BAP and tons of targeting skills, and big launchers still have longer cooldowns for some reason.

The new ATMs also have the same cool down for all the launcher sizes. The only advantage is the slightly smaller missile spread in the smaller launchers.
