Something that I'm not certain has been considered is that it could be the concept of the hero variant of whatever 'mech it is, which would account for the loadout that is confounding everyone.

For the IS mechs, most of them use triple-barrel because they're using the UAC/5 model across every class of UAC and RAC for the most part. Do any of the more recent mechs with up-to-date geometry actually use triple-barrel UAC/10 or 20? I dunno because those builds on those mechs don't appear very often, I don't own any to test for myself, and I don't look that closely at enemy mechs.
EDIT: Confirmed that the Victor currently uses 2-barrel under-over for the UAC/10.
100% match to the Mystery Mech's right arm cannon. Note that it's the same model as the Clan UAC/10 though, just oriented differently.

Yep, good find. So it looks like it is IS but if that is a UAC10 on it then it is a lot lighter Mech than a Victor judging by the barrel sizes compared to the Mech arm and body. Even if it is a UAC20 I think the Mechs is no more than a light Heavy.

The mech I think it resembles the most though is the templar without the shoulder crosses. But a templar without shoulder crosses would be weird, since thats its defining feature. pretty sure not a templar for that reason alone. but its also a little small for an assault as well.
