That is like comparing a fishing village to New York.
Look at the numbers for peak concurrent users on each server in Russia, which it has multiples. This isn't counting the servers around the world. This does not represent the total number but the highest numbers of players logged at one time.
World of Tanks Blitz is a separate game, it also has separate servers for Steam, Apple, and Android.

Many mobile games look bad, and many are just 2D, but they are played by the millions.
I don't think the graphics is as compelling an issue as the game play.

Bud...not even close

And that's not even the main World of Tanks game.
If you include all of Wargaming's titles they probably have 500K to a million players at any given time.
MWO might have a few thousand.
One of these things is not like the other.

Luckily the gameplay is not. It's the same as in closed beta, with steady powercreep and subsequent nerfs keeping it all the same old, same old..
It would not be financially favorable for a complete re-skin to be done by PGI.. BUT, if it were done, it would probably draw in many new players..
So, let's look at a good example of re-skining being successful at reviving a game,
Skyrim.
Now so modded that it's basically a new game.
Why not allow the same with MWO?
PGI could (and should) allow modders to mod the game's graphics, and extend it's shelf life. It can work WITH modders, who would do the work for free, and out of their own free will, and then incorporate good mods into the game in-house.
That way, players get good things, and PGI gets a better game - with minimal effort.

There's no way future incremental sales of Mech Packs, bolt-ons and cosmetics would anywhere near cover the developmental cost.
MWO will never be ported. People need to come to terms with that.
Well, judging the screenshots, they are mostly re-using the mechs that have been made for MWO in MW:5 again.
The only thing that they would need to add would be a proper multiplayer part. Asset wise there shouldn't be much to be done...

Sure, it could be done. My point was: PGI have no financial incentive to do so.
Their financial interest lies in creating a multi-player aspect to MW5 ... which we will all then need to buy, separately.

PGI actually allow someone other than their own high speed incredibly skilled god level team touch their product?? All the custom map offers, balance offers, round tables, why that is just plain nutty
Looooooook! A shiny new mech-pack, what more could ANYONE want?
