I think there is a issue with the JJ's and hitreg when using them.. the damage spreading is not a bug, that is just hitbox design and it being a small mech. A bunch of small mechs spread damage well, this mech is just sorta in the sweet spot of speed and armor to make it more noticeable.
IS AC20 slugs sorta solve the issues with killing this mech

More likely you are simply fighting a very small fast moving target that has the armor values of an unquirked, unskilled assault mech forty-five tons heavier than it.

Even with my extreme unending cynicism of PGI's development, not even I believe that PGI could screw up hitboxes on so many mechs over such a long time period.

A quirkless 85-ton robot has 526 max armor.

Maths:
323 (quirks + base armor) * 1.22 = 394.06 armor, still way below any assault mech
