Huh? Shouldn't the values be left as they are, since no relevant data was gathered while they were non-functional?

dont see how it would mean armor nerfs,
i mean even if they displace heat slightly faster(probably around 1-3%)
i dont see that changing their role, or their effectiveness too much,

Is that a Back to the Future reference? (I just watched the first film again recently after not seeing it since I was a kid)

It has been reported that this quirk is currently non-functional in game. This is a known issue, and we have a fix for this bug targeted for the February patch.
This fix will result in a conversion from the currently non-functional "Rate of Heat Loss" quirk into a properly functional "Heat Dissipation" quirk for the affected 'Mechs. As part of this conversion from the current non-functional quirk into a functional quirk, we'll be taking a fresh look at the final values. This will mean that while some of the values may change from those currently listed in-game (a broken 18% 'Rate of Heat Loss' Quirk may become a functional 15% Heat Dissipation Quirk, for example), the end result of all this - going from a broken quirk to a functional quirk - will mean a direct buff for the affected 'Mechs.
- Chris
This was the quirk that was supposed to compensate for things like lights that can't get a full set of truedubs, right? That's a fix to me, more than a buff. Still, it's something that absolutely needs to be in there and working to properly judge things.

The way to think of it is that you're going from a 0% cooling quirk to 15% or whatever (varies by mech). The current 18% (example) is not working and thus is effectively 0%. While I do think they should try it at the current values first, it is still a 100% pure buff for the affected mechs.
A reduced quirk that works properly is more useful than a higher quirk that does not actually function.

Yes it was. I think it was either the tail end of two or the start of the third. Doc in the 1885 past western union's a letter to marty in the future. the western untion delivery man even tells of a bet at the office wether nor not marty would be at the exact location, date, and time to where the letter was specified to be delivered.
Think of that letter as one of pgi's announced-but-not-yet in game features such as the cw warfare mode that took 2-3-4 years from when they first said they were working on it or the bolt-on-geometry for solaris etc. Russ might say we (pgi) are looking at feature x but until it goes live in game its best to keep your betting money for other things.

Yes.
The Blackjack variants with a sub 250 engine cap will be examined as a result of the fresh look at the final values associated with this pass. But past that I can't say anything. As this is all still currently slated for the Feb. patch.
Why not to just code 1st 10 DHS to be true dubs (2.0) always and there wouldn't be need for substitute quirks then.
