Probably the same reason why we don't have ammo switching and crit splitting?

From my coding XP those are way harder things to code than simple value change for first ten heatsinks, all of the mechs that have this issue already have both truedubs and poordubs.

Deep rooted CryEngine errors. (Actually, they can't apparently tell the engine to make one external heatsink function differently from the others.)
