Also, I do not believe there will be fixed builds.
If there were, I would most probably not play the game mode - I like my 'mechs personalized.

Is a MWO "quirk" some sort of tactical advantage for a mech with a particular equipment?

A quirk is a boost to the stats of weapon or armor/structure equipped on the mech. So like -10% cooldown, will rightly lower the cooldown of all weapons equipped on it by 10%. Or +10 armor, will give +10 armor to the listed section of the mech.

It's a straight numeric buff. In the in-game store you will see them under "enhancements". Your owned mechs will list both quirks and skill tree bonuses on that list.

So flamers are now banned from Solaris. What about this Firestarter in this hero pack that comes with flamers? The loadout is immediately illegal before it's even shipped!

That's just PGI power creep and hard point inflation. They've been doing it for ages bringing out OP mechs, obsoleting old ones, then nerfing the new one a month later when yet another mech pack is released. rinse and repeat. PGI loves letting mechs go stale.
