Checking up on some changes I noticed that 4SP has all right torso quirks....
I do remember that it had the 'tankiest' quirks of all HBK but it was balanced on both sides.
Or am I missing something?

You're wrong. the -SP has balanced structure quirks on both side torsos (and pretty much any other component). check again

There are separate quirks for RT and LT... you didn't notice the LT ones.

Yep, it gets +12 base structure to both the left and right torsos.
Too bad those aren't armor quirks.
